"With reference to your letter of 23rd instant, concerning the future administration of the Port of Hong Kong, we are in full agreement with the late Sir David Owen's Report covering the Future Control and Development of the Port of Hong Kong.

"I am in receipt of a letter from the Colonial Secretariat da. 23/9/46, informing me of the Committee appointed by H.E. the Governor to conduct an inquiry into the matters concerning the future administration of the Port of Hong Kong, enclosing copy of the report on the future control and development of the Port of Hong Kong prepared in 1941 by the late Sir David J. Owen.

"After careful consideration I have much pleasure in informing you that I fully agree with the conclusion, as laid down in this admirable report, whereby it is proposed that a Public Trust should be formed to 'control' the Port, seeing to it that adequate and proper facilities are available in the Harbour for ships and their cargoes, but to allow approved private enterprise to provide these facilities, as far as possible, and also let private enterprise do its own 'operating'."
